This matter is before the court on a petition for writ of certiorari. Petitioner, Pablo Garcia, seeks review of an order of the Department of Highway Safety and Motor Vehicles. This court has jurisdiction. Fla. R. App. P. 9.100. However, review of this petition shows that Petitioner has failed to state a preliminary basis for relief as required by Florida Rules of Appellate Procedure 9.100(h).

Accordingly, it is ORDERED that the petition is DISMISSED.
